Yes, but you don't forget that Italy went to the I and II WW Just like rural and non-industrialized nation like other European powers. Italy became an industrialized country only in the period 1956 -1963 according to historians, where with the help of the Marshall Plan, Italy and in general Europe was rebuilt. But it was rebuilt better than any other nation. Italy also had to repay the errors of the colonial wars such as in Ethiopia and Libya, which we still pay as part of the taxes on petrol and diesel. This punishment was not imposed on the winning nations, such as France. The latter controls 14 African countries with 2 central banks, imposing a rate of 25% of the emissions (a bit like Nazi Germany did with France). Despite all the industrial policy of Italy had grown more than any other country, exceeding the GDP of Great Britain (1987) and France (1991), becoming the fourth world power per GDP per capita. Italy helped some countries such as Greece, Spain and Portugal with more than 20 billion euros to enter the euro, before Germany changed all the rules of the EU and forced us to misery.

The Italians went to war with mandolins on their back. They had no stomach for war at all, My father served in the Greek army when Mussolini invaded Greece. My father said the Italians couldn't wait to surrender and small reconnaissance patrols would inevitably return with large numbers of unwanted prisoners. Sorry, but "material" shortages are hardly a comprehensive explanation of their abysmal failure. Far from it, sorry.

If not for Italy's incompetence, Germany would have been able to devote its entire industrialized self to the conquest of Russia. They didn't come up well short of Moscow as things took place, they were just about within eyesight of it. It's quite possible they would have taken Moscow. They would still have lost the war, but it would have taken much longer.

Mussolini only entered the war after Germany defeated France, when a British surrender seemed the only logical step as they no longer had a presence on the European mainland after Dunkirk. In other words, Mussolini assumed the war was essentially over now thanks to Hitler, and he didn't want to miss out on the potential spoils to be inherited from the Nazis conquests now that Hitler had ensured the Axis a free hand on the continentental mainland. In particular, in the Mediterranean and North Africa, which was now left wide open without the historical French ground forces or British naval presence to deter them. There is a serious, legitimate argument that scholars have made attributing Mussolini's blunderings to Germany ultimately losing the war altogether. Primarily through delaying Operation Barbarossa by 6 weeks in spring 1941, where Hitler was forced at the last minute to divert his ground forces south into Greece in order to shore up his southern underbelly since Italy couldn't do the job they had promised to carry out themselves. Had Germany been able to launch Barbarossa on the originally scheduled date of May 15 instead of the revised launch date of June 22, Germany very likely takes Moscow before Russia's rainy autumns and subarctic winters slowed the armored advance of Army Group Center. Their unhampered advance would've almost certainly ended the war in Germany's favor as the Soviet command structure was mired in chaos and incompotence until the winter granted them the reprieve they needed to reconfigure their strategy. More than anything, Germany would've gotten to Moscow before December 7. This was hugely important as Japan's attack on the US freed up Stalin to move 40,000 elite winter forces he'd kept in Siberia in the event of the assumed upcoming Japanese invasion. Once it was clear Japan chose to fight the US instead of the USSR, Moscow was reinforced and made impenetrable by the end of 1941.
